What is the easiest way to create a dynamic navigation bar for a web site?


I know I can do to button rollovers with Javascript but I am looking to make a navigation bar that has clickable sub menu options appear when your mouse moves over it. I am looking to avoid using any Flash, but is Flash the only way to pull this off? Thanks!

well, you can use Dreamweaver. from the common tool bar, click the image drop down arrow, then choose navigation bar. also try:
insert-image objects-naviation bar

for the sub menu, try
behavoirs, show pop up menus
then deal with the dialogue box.
